POST /api/v1/webhooks

Create a webhook (secret returned once). While approval applies it answers 202 (queued, kind webhook.create); once approved the secret is shown once to the approving member in the dashboard only, and the action's result (GET /api/v1/actions/{id}, action.* webhooks) carries the webhook without it
